A cost arriving in a public URL is a claim, not a fact. It is read where you said it would be, and clamped to your ceiling.

Bot filtering

Every signal contributes to a score. You set the threshold, and you can switch off any signal that is wrong for your traffic — with two exceptions, because a request pretending to be Googlebot and a browser being driven by software are not judgement calls.

Every filtered click keeps the reason it was filtered, in words. When a network disputes your numbers, you answer with specifics instead of a total.

What happens when I go over my clicks?
You are told, and your links keep working. The ad network has already been paid for that visitor — refusing the click only loses you the visitor.
Do filtered clicks count against my plan?
No. You should not pay us to be told that traffic was worthless.
Can I move off you later?
Yes. Every click, conversion and campaign exports in full, in formats another tool can read, for as long as your account is open — and the links themselves run on domains you own, so moving does not mean reprinting your creative.
Is my click data used for anything else?
No. Each account is its own tenant, nothing is pooled across customers, and there is no arrangement under which it could be sold.
